In 2023, Rupert Warner, Jr. became the Chief Operating Officer (COO) of BSquare Advisors, LLC, where he oversees a comprehensive portfolio of business and administrative functions, while acting as a key advisor to the CEO. Warner brings a wealth of managerial expertise and strategic insight to the role, leading the organization with a focus on operational efficiency and business growth. His leadership is characterized by a creative, solutions-oriented approach to problem-solving and a commitment to optimizing performance across all departments. Warner leads a team of high-performing professionals, ensuring productivity and effectiveness through streamlined processes and clear objectives.
Before joining BSquare Advisors, Warner held the position of Purchasing and Supply Management Specialist with the United States Postal Service (USPS), where he was responsible for managing critical aspects of the organization’s procurement strategy. In this role, Warner played an integral part in overseeing the Postal Service’s extensive network of suppliers, handling a wide range of contracts across diverse industries, from snow removal to real estate and promotional products. His focus was on enhancing the efficiency and scalability of the supply chain while maintaining high standards of performance and cost-effectiveness.
Warner’s leadership at USPS was particularly impactful through his development of the Supplier Management Plan, which significantly improved the company’s ability to manage supplier relationships, optimize contract negotiations, and improve the overall procurement process. Each year, Warner’s team facilitated the onboarding of approximately 2,000 suppliers to meet the organization’s diverse needs. In addition, Warner implemented strategic outreach initiatives, engaging with over 10,000 suppliers through virtual and in-person events to streamline communications and increase supplier engagement.
Warner also served on the Board of Directors at the Capital Region Supplier Development Council, where he provided strategic oversight and mentorship to businesses looking to scale and navigate the complexities of large-scale contracts. During his time at USPS, he developed a small business mentorship program that was designed to help suppliers enhance their operational capacities and position themselves to secure larger contracts. His program provided targeted support and resources to ensure businesses could meet the demands of high-value procurement opportunities.
